morning. thank ing us. let's check in with steve for the weather. >> temperatures look like inland they will warm up. by the week kenned even the coast can get in on a warmer pattern. until then, we have morning fog. temperatures will be about 65. inland, more what the way of about 85. >> san mateo bridge traffic looks pretty good. the morning travels doing well in san jose. >> thank you. we have developing news this morning that we have been covering since 4:30. a second suspect is in police custody. we have video of a man being taken away. this is one of two men suspected of breaking into a substation at about 2:45 this morning. officers saw them and started chasing. one office and suspect were actually hurt during a struggle. they will both be okay, they say. dozens of officers set up a perimeter for that second suspect and he was caught hiding under a truck in a business mark on the boulevard. >>> more overnight news. four people, including a south an fan police officer were rushed to a hospital after a fire here in south an fran -- san francisco. it was first reported at a dup

in the foreground as steve has been mentioning fog is out there. also the commute looks good from oakland to walnut creek. let's go back to the desk. >>> 2 dozen protesters were arrested at an occupied camp in downtown san francisco. live in front of the federal reserve bank, i guess the 4:30 show started and they installed a fence, right? >> yes. it -- >> reporter: police said it turned into a homeless encampment and we have seen a steady stream of occupied protesters returning to the site. you can see them across the street from a federal reserve and we saw a large police presence to make sure that the occupied movement did not rehe is stablish -- reestablish their encampment. for the last two weeks they have been passing out leaf let's advising them they were illegally lodging on the streets and telling them the camp would be raided. then last night they issued a final order for the crowd to disburse. a few people left but about two dozen stayed and those two dozen were arrested and police took them into headquarters and charged them. >> they kept closing in on us and they kept taking us one by

. it's usually slow. >> it's usually slow in this area. let's go to steve. >>> a very good morning. i guess we had to turn the page from september to october to put sunshine on the coast and there's not even a puff of a breeze. first time san francisco hit 90. that was our high ned. since september 25th -- yesterday. since september 25th, 2010. normal is 75. they are the sitting at 65 right now. san santa cruz -- santa cruz was 100 and watsonville was 101. if the sea breeze does not kick in. they will be close to that today. inland temperatures you will have 20 pate -- you will have to wait until tomorrow. definitely not a breeze yet. some temperatures on the coast have been going up in the last couple of hours. fort funston being one. lake merced from 64 to 67. san francisco, 65. hayward, 65. santa rosa is 51. those are warmer than livermore, antioch and san jose. a complete reversal. san jose, travis, snow. there's no sea breeze yet. the leading edge is being drawn towards us. the combination of the two will eventually turn that breeze around to the west. by tomorrow -- by tomorrow.

[applause] >> i started working for the public works department 15 years ago. we are like a family. it is a very close-knit group. i think, because of that, we get the best out of people. one of the problems we encountered in the city was we were not able to pay our vendors and contractors. people were entering data inconsistently. documents were always getting lost. payments were not going out. the numbers do not add up. everything has to flow horizontal and vertical leap. we created several modules to make it easier for contractors to attach the documents in a standardized format. we do not have to go deeper anymore. i don't have a formal education in i.t., however, i have deployed some systems when i was working for the industry, and i brought in young, energetic staff to help. we implemented this. it took three months. people knew when they were going to get paid. i think we have a happy contractor community. >> these system improvements have really it increased service to our clients and reduced costs a
